ICRI Guidelines for Fellowship

AIMS AND OBJECTIVES

1.1 AIMS

The goal of ICRI Fellowship program is to provide specialized training in various subspecialties of radiology to produce competency in the field of diagnostic and interventional Radiology, by obtaining specialized training in institutions that have specialized subspecialty departments with a tertiary level care. The subspecialty training will be over a stipulated period of one year. Hence, these specialists will be capable of providing subsequent high-quality services in the community as well as clinical tertiary care centers. They shall recognize the health needs of the community and carry out professional obligations ethically, keeping he objectives of the Indian College of Radiology and Imaging.

1.2 OBJECTIVES

1.To Provide subspecialty diagnostic and Interventional radiology services with dedication, compassion and excellence.

2.All subspecialty groups of ICRI will be involved in creating the curriculum and conducting the entry & exit exam.

3.Fellow will demonstrate empathy and humane approach towards patients & their families.

4.Fellow will be trained and utilize the essential radiology diagnostic and interventional equipment; and keep abreast with advances in radiology and imaging technology.

5.Fellow will be able to seek and analyze new literature and information on the radiology sub-specialty under training, update concepts, and practice evidence-based medicine. Fellow will be able to demonstrate adequate managerial skills.

6.Fellow will participate in the seminars, CME, conferences and radiology research associated work.

1.3 Eligibility (Student and Organization)

The student and institutional selection coordinator: Dr. Chaitanya Tapasvi (Governing Council Member).

1.3.1 Student:

Must be members of Central IRIA and after attaining eligibility period, should become member of ICRI.

1.3.1.A: Indian National Students:

Any student of Indian nationality who has completed the M.D. / D.N.B. / (DMRD PLUS ONE YEAR EXPERIENCE), EDIR, FRCR & are registered with Medical Council of India or State Medical Council in India is eligible for this fellowship program.

At the time of application, the trainee will produce

1.A bonafide certificate from the Head of Department of Radiology of his / her institution where he / she has completed and passed the post graduate training and final exam in Radiology; or university completion certificate.

2.Self attested copies of the certificate of the post graduate degree from the University concerned.

3.Certificate of registration with the appropriate State Medical Council or Medical council of India.

1.3.1.B: Foreign Students:

Any foreign student or a non-resident Indian student who wishes to apply should be a degree holder in Radiology post-graduate training and would have to produce a bonafide certificate from the Head of Department of Radiology of his / her institution where he / she has completed the post graduate training in Radiology, along with validated copies of the certificate of post graduate degree from the University concerned. The undergraduate and postgraduate degrees should be recognized by the Medical council of India. Appropriate clearance will be needed from ministries of external affairs, home affairs / department health and family welfare as appropriate and required for the foreign nationals.

All trainees joining the ICRI fellowship program shall work as Full Time Residents during the period of training for one year/ designated complete period for that fellowship.

1.3.2. Institution (Centre of Training):

The institution that wishes to take up the subspecialty fellowship program should be able to fulfil the following criteria:

1. The Institution should be in existence with the subspecialty services for at least five years.

2. The institution must have at least 2 full time faculties (for one fellow).

3. All teachers at the Institute must be Life members of IRIA and ICRI.

4. Selection of institute shall be by the credentials, location and teaching facility of the institute.

5. The institutes will apply for fellowship through the institute head on institute letterhead and endorsed by the head of the fellowship and the program coordinator, MENTIONING THE TITLE OF SUB-SPECIALITY. The application will be addressed to the Chairman of the ICRI. The institute should be registered with the local/state authorities and the registration number and certificate should be attached with the application.

6. The institution should have all the criteria met by the guidelines of that particular subspecialty formulated by the sub-specialty groups of ICRI. (Like Faculty, Equipment, Library, Research opportunities, Workload etc).

7. Each institute must define an ICRI fellowship coordinator, who must be a medical professional in Radiology holding post either an HOD / Associate professor (or equal to the seniority in years of the same in Radiology) or academic cell in charge. Any change in regard to faculty and or coordinator, an institute is supposed to inform within 07 working days to central / national coordinator ICRI fellowship programme.

8. Approval of Institution will be done by inspectors nominated by ICRI and the cost of travel and hospitality of the inspectors will be the responsibility of the applying institutes, irrespective of their enrolment or otherwise as fellowship Institutes.

1.4 The ICRI fellowship program:

1. The ICRI fellowship program is endorsed by the GBM OF ICRI AND IRIA.

2. ICRI will advertise all the fellowships available under ICRI fellowship programme - including number of seats in approved institutions, application process and fee, entrance examination fee, date and venue, result, counselling plan and seat allocation.

3. The entrance exam, training curriculum and exit examination will be coordinated by the ICRI examination coordinators & subspecialty coordinators.

4. Each institute that conducts the fellowship program should advertise the positions as widely as possible to receive applications from all parts of the country and mention that selection process is through ICRI fellowship entrance exam. The advertisement can be made in the institute bulletin or on institute notice board and in official instruments of IRIA / ICRI / IJRI or that sub-specialty association news. Applications may also be invited through other reputed journals published by sister professional organizations.

5. Each institute can take one / two candidates as ICRI fellows (as per allotment by ICRI).

6. Defined entry and exit examination for all the fellow candidates. The examination coordinators are: Dr. S. Shivram (Vice Chairmen, ICRI) and Dr. Mahesh Prakash (Joint Secretary ICRI).

a.Entry exam: The entrance exam for ICRI subspecialty fellowship will be held once in a year and comprise of a common examination for all subspecialities. The syllabus is same as for MD/DNB. The candidate may choose three subspeciality interest during application itself. The examination committee to be decided by secretary and chairmen ICRI.

b.The allotment of seat will be based on the marks and merit list.

c. Exit exam: The exit exam for ICRI sub-specialty fellowship will be held once in a year for respective sub-specialty. All the sub-specialty students are supposed to appear for the same at defined venue and date. Predesigned examination pattern by examination committee and subspecialty teams will conduct this exam.

7. All students on admission to the Fellowship programme, should be given the following plan:

a. Induction - General objectives including roles and responsibilities of the student as an ICRI fellow and department – by an institute member.

b. Curriculum for the subspecialty

c. Log Book: To be submitted at the end of fellowship to the ICRI before exit examination.

d. ICRI sub-specialty approved teaching material and access.

8. Fees: Entry examinations Fees - Rs 6,000/- application and examination fees. Exit examinations fees to be defined.

9. Stipend: According to the institutional enrolment for the seat - Stipendiary or nonstipendiary. If enrolled as stipendiary seat, then ICRI recommends Stipend not less than a senior resident of national Institutes. The centers with ‘stipend paid’ fellowships and ‘unpaid’ fellowships will be clearly notified in the prospectus.

10. Leave: Total 14 leaves during the entire fellowship tenure of one year. 02 days of academic leaves are allowed to attend any national conference. Extension may be given to those take leave that is more than stipulated number. National holidays as per institutional guidelines are not included in afore mentioned leave structure.

11. The code of conduct, additional leave policies, duty agreements and grievances must be followed according the institution’s policies.

12. Fellowship Bond: All the enrolled fellow are supposed to sign a bond to complete their respective course for the defined and designed tenure. Termination of the Bond to ICRI results into debarring of the fellow from ICRI fellowship programme for a minimum of two years and future ICRI membership.

13. Only full-time consultants are eligible to be teacher. They should be attached only to the hospital of record during at least 8 working hours and is responsible for or shares the responsibility of the functioning of the unit/s within that institution only.

14. Visiting consultants/part time teachers who provide regular services and conduct at least one teaching session a week will be an added bonus but will not be officially counted as teachers.

15. Entrance exam will be online and conducted by the examination committee of ICRI.

16. Fellowship committee will also have a grievance redressal forum that will take care of the issues raised by fellows and institutions and address it accordingly, in consultation with ICRI Chairman and IRIA President as appropriate.

17. Any legal disputes, will be in the jurisdiction of New Delhi.

18. Successfully completed fellows will be issued completion certificate whenever possible during the fellowships and honours slots, during on ICRI day in annual GBM; this may depend on the number of fellows and the time available.

19. Dr. Ankur Shah is appointed as National Coordinator for ICRI Fellowships and he will be coordinating to team coordinators & Chairman and Secretary of ICRI for smooth function and execution
